Sealed bids will be received by D.R. Horton – Texas LTD. on behalf of FM 2933 Municipal Utility District of Collin County, at the office of JBI Partners, Inc., 2121 Midway Road., Suite 300, Carrollton, Texas 75006 until 10:00 a.m., September 25, 2026, at which time all bids will be publicly opened and read for the construction of the project:

A mandatory Pre-Bid Conference will be held on September 18, 2026, at 10:00 a.m., at the office of JBI Partners, Inc., 2121 Midway Road., Suite 300, Carrollton, Texas 75006. Bids submitted by parties not attending the mandatory Pre-Bid Conference will not be accepted or opened.
Project scope shall include the Earthwork Improvements, approximately 145,332 CY of unclassified excavation, per NCTCOG and Owner’s Geotechnical Engineer’s specifications to serve 182 lots on approximately 62 acres. The project is located at the intersection of FM 2933 and CR 336 in Collin County, Texas.
The above-described construction will be performed in accordance with plans and specifications and any addenda thereto which may be issued prior to the opening of bids. Plans, specifications and bid documents may be viewed and downloaded free of charge on the CivCastUSA Website (www.CivCastUSA.com). Call or e-mail Chris Wall at 972-738-0212 (cwall@jbipartners.com) for any questions prior to the pre-bid conference.
Each Bid must be accompanied by a Certified or Cashier’s Check, from a responsible bank in the State of Texas, or a Bid Bond, issued by a surety legally authorized to do business in the State of Texas, equal to five percent (5%) of the total bid amount. Make the Cashier’s Check, Certified Check or Bid Bond payable to the Owner. The Owner reserves the right to reject any or all bids or to accept any bid deemed advantageous to it and waive informalities in bidding. All bids received after the above-designated closing time will be returned unopened.

General Notice
The Preserve Municipal Utility District of Collin County (Owner) is requesting sealed Bids for the construction of the following Project:
PRESERVE PHASE 1N GRADING IMPROVEMENTS
2024001-0101
Sealed Bids for the construction of the Project will be received at the Issuing Office of the District Engineer, Barraza Consulting Group, LLC, located at 801 East Campbell Road, Suite 650, Richardson, Texas 75081, until Tuesday, September 22, 2026, at 11:00 AM local time. At that time, the Bids received will be publicly opened and read aloud via teleconference call. The Developer, Fieldside Development, will be the Payor for the contract for the District.
The bid opening meeting will be conducted by teleconference call. Other than dropping off a bid, there will be no public access to the location described above. The public dial-in number to participate in the bid opening via teleconference call is 1-408-650-3123 and Access Code 680-725-869.
Obtaining the Bidding Documents

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Printed copies of the Bidding Documents may be purchased at the website for the cost of printing. The cost for printed Bidding Documents is non-refundable.
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Tuesday, September 15, 2026, at 10:30AM via conference call. This conference can be accessed using the same information as above. Attendance at the pre-bid conference is required and roll call will be taken promptly at the beginning of the conference. Once roll call is taken, late attendees will not be eligible to bid. Bids submitted by parties not attending the mandatory pre-bid conference will not be accepted or opened, but will be delivered to the owner for their consideration.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Bids must be accompanied by a cashier’s check or a bid bond from a surety company holding a permit in the State of Texas for an amount equal to 2% of the amount bid. The amount of said cashier’s check or bond will be forfeited to the Owner and the bank or surety shall be liable to the Owner for the amount in event the successful bidder fails or refuses to enter into a contract or furnish bonds as hereafter required within ten (10) days after the date of notice of award.
If awarded the contract, Performance and Payment Bonds, Form 1295, and Verification of Compliance with Government Code Chapters 2252 and 2270 form will be required.
The Owner reserves the right to reject any or all bids and to waive any informalities or irregularities in bidding in case of lack of clarity in stating prices or bid submittals. The Owner is not obligated to accept the lowest bid or any bid. The Owner reserves the right to consider the most advantageous bidder for construction thereof or reject the bid. The contract of award may include full consideration of base bid, period of performance, and financial standings of the Contractor with the Owner, District, and City.
